The answer to this is somewhat unclear. I am planning on being out on the water a lot this summer in NJ, but don’t reside there. I am signed up to take the boating safety course in Jers with some friends who I plan on boating with. But of course didn’t realize that living out-of-state might pose a problem. Can anyone please help to clarify this for me?

i think the safeety corse is open to anyone. And i also think its really run by the coast guard. So the boating course covers you for operating a boat anywhere.
If you have any questions I recommend you give the coast guard a call.
NJ is only interested in giving tickets/fines to run the govt.

The New Jersey State Police Marine Services says this.
The law states that an out-of-State resident who is at least 16 years of age and who will be in this State for less than 90 days may operate a power vessel on the waters of the State of New Jersey if they possess a boat safety certificate issued by their state of residence, or if they possess written proof of successful completion of a boat safety course approved by another state, the National Association of State Boating Law Administrators(N.A.S.B.L.A.) or the United States Coast Guard.

Your living out of state is not a problem. If you have one from NY that is good also.
